Urges the Department of Hawaiian Home Lands to notify beneficiaries through consultation at least 45 days before disposing of Hawaiian home lands, including easements and improvements.

Requires the Department to refrain from disposing of retained available lands or extending general leases to non-beneficiaries if there are applicants on waitlists seeking leases under the Hawaiian Homes Commission Act.

Mandates non-beneficiary lessees enter into homestead beneficiary agreements providing amenities and funding to homestead associations as a condition of any trust land disposition.

Requires the Department to submit quarterly reports to the Legislature and beneficiaries on inventory of formerly leased properties and disposition status of homestead properties, and post this information on the Department's website.

Directs the Department to conduct auctions of properties to beneficiaries on the waitlist at least twice per year and notify beneficiaries of any interest or earnings credited to Hawaiian home operating and receipts funds.
