Request the Department of Business, Economic Development, and Tourism to conduct a study on the economic impacts of domestic out-of-state students in Hawaii, modeled on the format of the 2020 report on international students.

Study must analyze economic impacts of all domestic out-of-state students including four-year degree students, two-year degree students, and short-term students.

2020 Report on international students estimated $185 million in direct economic contributions and $381.2 million in total economic output including indirect and induced effects, plus $29.2 million in state taxes and nearly 4,000 supported jobs.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the Regular Session of 2023.

Transmit a certified copy of the resolution to the Director of Business, Economic Development, and Tourism.
