Urges the City and County of Honolulu to establish a new police district in Leeward Oahu to serve growing communities including Waipahu, Ewa, Nanakuli, Waianae, and Makaha.

Notes that Oahu's population is approximately 964,000 and Honolulu Police Department currently operates eight patrol districts and twenty-nine divisions across the island.

Cites population growth in Leeward Oahu communities between 2015-2019 and increased criminal activity including assaults, burglaries, drug violations, thefts, and homicides in District 8.

Identifies that the Ewa/Kapolei and Waianae Coast regions have among the highest percentages of unsheltered populations on Oahu, increasing police response demands.

Requires certified copies of the resolution be transmitted to the Mayor of Honolulu, Chair of the Honolulu City Council, and Acting Chief of the Honolulu Police Department.
