Establishes a seven-member Commission to Improve Standards of Conduct appointed by the Speaker of the House of Representatives, chaired by Judge Daniel R. Foley (Ret.)

Commission shall review and assess existing state laws on standards of conduct including the Code of Ethics (Chapter 84), lobbying laws (Chapter 97), and campaign finance laws (Chapter 11) of Hawaii Revised Statutes

Commission directed to ensure reviewed laws contain clear standards, enforcement mechanisms, and penalties, and to provide recommendations to increase awareness, compliance, and deterrent effects

Commission requested to consult with the Department of the Attorney General and national organizations including the Brennan Center for Justice, National Conference of State Legislatures, and Council of State Governments

Commission required to submit interim report by March 31, 2022 and final report with proposed legislation by December 1, 2022 to the House of Representatives
