HR 91 Summary

• Requests the Governor create a Citizen Advisory Council on Federal Affairs to improve coordination between federal agencies, state and county governments, and local communities

• Council membership to include representatives from neighborhood boards (Pearl City, Halawa, Kailua, Wahiawa, and one other), the Governor's Military Affairs Liaison, Board of Energy, University of Hawaii at Manoa, and Department of Health

• Membership also includes one representative each from a Hawaiian cultural organization and an environmental organization, plus one Senate and one House representative

• Aims to provide residents with opportunity to share perspectives on environmental matters, emergency planning, hiring policies, housing, and other issues affecting health and well-being related to federal agencies and military presence in Hawaii

• Requires certified copies of the resolution be transmitted to Hawaii's congressional delegation, state officials, the Mayor of Honolulu, and neighborhood board chairs
