Requests Joint Base Pearl Harbor-Hickam and the Division of Boating and Ocean Recreation collaborate to establish a recreational area in Pearl Harbor's east loch for public boating and watercraft activities.

Identifies Pearl Harbor's east loch as a major visual feature and potential recreational asset for the Aiea-Pearl City region, per the City and County of Honolulu's 2004 Primary Urban Plan.

Directs the Division of Boating and Ocean Recreation and the City and County of Honolulu Department of Parks and Recreation to study feasibility of developing small-scale recreational boating facilities near Neil Blaisdell Park or Aiea Bay State Recreation Area.

Requires certified copies of the resolution be transmitted to the Joint Base Commander of Joint Base Pearl Harbor-Hickam, the Division of Boating and Ocean Recreation Administrator, and the Honolulu Parks and Recreation Director.
