Requests the Early Learning Board to prepare a report containing a road map with proposed legislation for implementing Act 46, Session Laws of Hawaii 2020, which aims to provide early learning access to all unserved children ages 3-4 by 2032.

Requires the Early Learning Board to convene a working group composed of state agency representatives and community stakeholders to assist with report preparation.

Directs the Early Learning Board and working group to provide public progress updates at each Board or working group meeting.

Requires the Early Learning Board to submit the report to the Legislature no later than twenty days before the Regular Session of 2023.

Mandates distribution of certified copies to the Director of Human Services, Board of Education Chairperson, University of Hawaii System President, Early Learning Board Chairperson, and other relevant state officials.
