Urges Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

Specifies that Congress's role is ministerial only (calling the convention) and cannot set rules, determine delegate numbers, or name delegates, with those powers remaining exclusively with state legislatures.

Requires applications from two-thirds of state legislatures on the same subject before Congress must call the convention, and establishes that states vote on a one-state, one-vote basis at the convention.

Prohibits the convention from considering any amendments to the Bill of Rights and makes the application void if used to modify any Bill of Rights provision.

Requests the Department of Business, Economic Development, and Tourism study potential impacts of federal fiscal restraints on Hawaii's economy and report findings to the Legislature no later than twenty days before the 2023 Regular Session.
