Urges Congress to call a convention of states under Article V of the U.S. Constitution for proposing amendments to limit terms of office for federal officials and members of Congress.

Declares Congress's role is limited to a ministerial duty of naming time and place for the convention, with no power to set rules, determine delegate numbers, or name delegates to the convention.

Requires applications from two-thirds of state legislatures on the same subject before Congress must call the convention, and establishes voting as one state, one vote.

Restricts the convention scope to term limits only and explicitly prohibits any amendments that would modify or repeal any provision of the Bill of Rights, with the application becoming void if used otherwise.

Authorizes Hawaii to provide further instructions to its delegates and recall them for breach of duty, and directs certified copies be sent to Congress leadership and presiding officers of all other state legislatures.
