S.B. 1 Summary

• Establishes the ALOHA (Affordable, Locally Owned Homes for All) homes program to develop low-cost, high-density leasehold homes on state-owned land within one mile of public transit stations for sale to qualified Hawaii residents.

• Creates urban redevelopment sites on state-owned land near public transit stations in counties with populations exceeding 500,000, with leasehold terms of 99 years and pricing set at minimum levels to ensure revenue-neutrality for the State and counties.

• Restricts ALOHA homes to owner-occupied residential use only, prohibiting rental or subleasing, with enforcement mechanisms including facial recognition and in-person verification; restricts owners from holding other real property while owning an ALOHA home.

• Grants the Hawaii Housing Finance and Development Corporation authority to establish rules for urban redevelopment sites that may supersede local zoning and planning ordinances, with principles prioritizing housing production, mixed-use development, public transit access, and density maximization.

• Appropriates unspecified amounts from general revenues for fiscal years 2021-2022 and 2022-2023 to the ALOHA homes revolving fund and for three dedicated staff positions; effective July 1, 2050.
