Establishes a cannabinoid medicine program within the University of Hawaii to be administered by the John A. Burns School of Medicine.

Requires the program to include at least one non-tenure track associate professor position filled by a medical or osteopathic doctor certified as a cannabinoid medicine specialist, which may be paid or unpaid.

Directs the program to pursue research and education on authorized medical cannabis use in Hawaii, with focus on protecting patient safety and developing Hawaii as an international center for medical cannabis research and treatment.

Authorizes program activities including coordinating with UH cannabis testing programs, developing curriculum for the medical school, providing continuing education to the medical community, establishing standardized testing methods with the Department of Health, and ensuring regulatory compliance.

Takes effect upon approval.
