Adds revenue from fees for diagnostic, surveillance, and other work performed by the State Veterinary Laboratory and Animal Disease Control Branch as a new source of funding for the animal industry special fund.

Establishes that revenues from veterinary laboratory and animal disease control branch fees shall be deposited into the special fund alongside existing revenue sources from property rentals and appropriations.

Allows special fund moneys to be expended for division of animal industry costs including salaries, fringe benefits, operating expenses, equipment, motor vehicles, and facility maintenance.

Permits special fund moneys to be used for the department's resource management and planning programs and maintains a reserve for contingency costs including accrued vacation, unemployment insurance, and workers' compensation.

Takes effect on July 1, 2021.
