Appropriates $1,500,000 in general funds to the stadium special fund for fiscal year 2020-2021 to address cash shortfall at Aloha Stadium caused by COVID-19 closures.

Authorizes use of appropriated funds for payroll, operating expenses, and maintenance costs necessary to maintain the facility in safe condition for the public.

Finds that closure of public gathering places in March 2020, including Aloha Stadium sporting events and swap meet, eliminated the stadium's revenue and projected cash exhaustion before June 30, 2021.

Designates funds for deposit into the stadium special fund created under section 109-3, Hawaii Revised Statutes, to be expended by the stadium authority.

Takes effect July 1, 2050, and is recommended by the governor for immediate passage as an emergency measure under Article VII, Section 9 of the Hawaii Constitution.
