Establishes the state procurement automation system special fund in the state treasury to fund project management of a procurement automation system for digital transformation and streamlining.

Authorizes the state procurement administrator to assess and collect an administrative fee pursuant to chapter 91, Hawaii Revised Statutes, to cover procurement automation system costs, with fees to be deposited into the special fund.

Grants the state procurement administrator authority to establish procedures for issuing final decisions on procurement practice reviews, procurement policy investigations, and compliance investigations, with quarterly reporting to the procurement policy board.

Allows the administrator to determine corrective actions for non-compliance, with procurement officers subject to administrative fines for each day of failure to comply within thirty days of receiving a determination.

Appropriates funds from the state procurement automation system special fund for fiscal years 2021-2022 and 2022-2023 to fund procurement automation system project management; takes effect July 1, 2112.
