Establishes the Hawaii Broadband and Digital Equity Office within the Department of Business, Economic Development, and Tourism, headed by a state broadband coordinator appointed by the DBEDT director and exempt from civil service requirements.

Defines "broadband" as high-speed internet access that is always on, including mobile and fixed technologies, and "digital equity" as the condition where all individuals and communities have information technology capacity for full participation in society, democracy, and economy.

Requires the office to develop strategies to increase broadband affordability and penetration, support public and private broadband deployment efforts, promote trans-Pacific submarine cable landing, and implement findings from the Hawaii broadband strategic plan.

Directs the office to administer grant programs for broadband infrastructure and innovation, seek funding from private and public sources, and create a data repository and governance framework for broadband mapping and digital equity information from multiple sources.

Mandates the office to coordinate with state departments, counties, and private entities on broadband planning, monitor federal broadband activities and other states' best practices, encourage public-private partnerships, and advise the DBEDT director on broadband deployment.
