SB1069 Summary

• Appropriates and authorizes funds for collective bargaining cost items negotiated with exclusive representative of collective bargaining unit (1) for fiscal biennium 2021-2023, with allocations of $0 across all funding sources (general, special, federal, and other funds).

• Provides funding for state officers and employees excluded from collective bargaining who belong to same compensation plans as unit (1) members, including salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, across multiple state departments and the Hawaii health systems corporation.

• Directs the director of finance to allot appropriated funds to appropriate state departments and the Hawaii health systems corporation for expenditure in respective fiscal years.

• Requires the chief justice to expend appropriated funds for the judiciary in the respective fiscal years.

• All unexpended or unencumbered funds as of June 30, 2022 and June 30, 2023 shall lapse; Act takes effect July 1, 2050.
