SB 1070 Summary

• Appropriates funds for collective bargaining cost items negotiated with the exclusive representative of bargaining unit (2) for fiscal years 2021-2023, with all appropriations currently set at -0- across general, special, federal, and other funds.

• Establishes separate funding mechanisms for the Department of Education, Judiciary (administration), and Hawaii Health Systems Corporation to implement collective bargaining agreements and salary adjustments for unit (2) members and excluded employees in the same compensation plans.

• Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (2) members, in accordance with chapter 89C, Hawaii Revised Statutes.

• Requires the Director of Finance to allot appropriated funds to respective state departments and agencies for expenditure in their fiscal years, and specifies that compensation paid from federal, special, or other funds shall be sourced from those respective funds.

• Sets an effective date of July 1, 2050, and provides that any unencumbered or unexpended funds lapse as of June 30, 2022 and June 30, 2023.
