• Appropriates funds for collective bargaining cost items for Unit (3) state employees and excluded counterparts for fiscal biennium 2021-2023, with all amounts currently set at -0- across general, special, federal, and other funds.

• Covers salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as Unit (3) bargaining unit members.

• Distributes appropriated funds to the Department of Education, Judiciary (chief justice), and Hawaii Health Systems Corporation for their respective fiscal years.

• Requires salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds to be paid proportionately from those respective funds.

• Funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse; effective date is July 1, 2050.
