• Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (4) members across multiple state departments.

• Allocates funds to the Department of Education, Judiciary Administration, and Hawaii Health Systems Corporation to implement negotiated agreements and authorized adjustments.

• Requires that salary increases for employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funding sources.

• Takes effect July 1, 2050; any unencumbered or unexpended funds lapse as of June 30, 2022 and June 30, 2023.
