S.B. 1073 Summary

• Appropriates funds for collective bargaining cost items for bargaining unit (5) members and excluded state officers and employees in the same compensation plans for fiscal biennium 2021-2023

• Allocates zero dollars from general funds, special funds, federal funds, and other funds for both FY 2021-2022 and FY 2022-2023

• Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years

• Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid proportionately from those respective funding sources

• Unused appropriated funds that remain unexpended or unencumbered by June 30, 2022, and June 30, 2023, shall lapse on those dates; effective date is July 1, 2050
