Appropriates and authorizes funds for collective bargaining cost items for bargaining unit (6) members for fiscal biennium 2021-2023, with appropriations of -0- (zero) from all funding sources (general, special, federal, and other funds) for both FY 2021-2022 and FY 2022-2023.

Appropriates and authorizes funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (6) members, with appropriations of -0- from all funding sources for both fiscal years.

Directs the director of finance to allot funds to appropriate state departments for expenditure in respective fiscal years.

Specifies that salary increases and cost adjustments for employees whose compensation is paid from federal, special, or other funds shall be paid proportionately from those respective funds.

Requires any unencumbered funds as of June 30, 2022, and June 30, 2023, to lapse on those dates; effective date July 1, 2050.
