Appropriates and authorizes funding from state sources for collective bargaining cost items in the agreement negotiated with the exclusive representative of collective bargaining unit (8) for fiscal biennium 2021-2023, with all funding sources (general, special, federal, and other funds) allocated at zero dollars.

Appropriates and authorizes funding for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in bargaining unit (8) for fiscal biennium 2021-2023, with all funding sources allocated at zero dollars.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Provides that salary and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from the respective funds.

Any funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse as of those dates; takes effect July 1, 2050.
