• Allocates appropriations to the Department of Education, the Judiciary (administration), and the Hawaii Health Systems Corporation for implementation by the respective fiscal years.

• Requires that salary increases paid from federal, special, or other funds be paid wholly or proportionately from those respective funding sources.
