Appropriates funds for collective bargaining cost items negotiated with the exclusive representative of bargaining unit (11) for fiscal biennium 2021-2023, with allocations to multiple state departments including education, judiciary, and Hawaii health systems corporation.

All appropriations are designated as "-0-" (no funds) across general funds, special funds, federal funds, and other funds for both FY 2021-2022 and FY 2022-2023.

Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (11) members.

Requires the director of finance to allot funds to appropriate state departments and the chief justice to expend funds for judiciary-related costs.

Takes effect on July 1, 2050, with any unexpended or unencumbered funds lapsing on June 30, 2022, and June 30, 2023.
