SB 1080 Summary

• Appropriates and authorizes funding for collective bargaining cost items negotiated with the exclusive representative of bargaining unit (13) for fiscal biennium 2021-2023, with all appropriations listed as -0- across general, special, federal, and other funds.

• Applies to multiple state entities: general state departments and education (Parts I-III), judicial administration under the chief justice (Parts II-IV), and the Hawaii Health Systems Corporation (Parts V-VI).

• Extends salary increases and cost adjustments under Hawaii Revised Statutes chapter 89C to state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (13) members.

• Requires compensation paid from federal, special, or other funds to be paid wholly or proportionately from those respective funds rather than general funds.

• Provides that unexpended or unencumbered funds lapse on June 30, 2022, and June 30, 2023, with the Act taking effect on July 1, 2050.
