S.B. 1081 Summary

• Appropriates and authorizes funds for collective bargaining cost items for bargaining unit (14) and excluded state officers and employees in the same compensation plans for fiscal biennium 2021-2023, with all funding amounts set at zero (-0-) across general funds, special funds, federal funds, and other funds for both FY 2021-2022 and FY 2022-2023

• Requires salary increases and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds to be paid wholly or proportionately from the respective funds

• Establishes that any appropriated or authorized funds not expended or encumbered by June 30, 2022, and June 30, 2023, shall lapse on those dates

• Directs the Director of Finance to allot funds to appropriate state departments for expenditure in the respective fiscal years

• Takes effect on July 1, 2050
