Suspends the requirement for public employers to make annual required contributions to the Hawaii Employer-Union Health Benefits Trust Fund through fiscal year 2024-2025.

Repeals Section 87A-43, which previously mandated counties and other public employers to make annual required contributions beginning in fiscal year 2018-2019.

Removes provisions requiring general excise tax revenues and transient accommodations tax revenues to be deposited into the trust fund to cover the difference between required and actual contributions.

Takes effect July 1, 2050 and is repealed June 30, 2025, with prior statutory language reenacted after repeal.
