Establishes the Hazard Mitigation Special Fund within the state treasury to receive revenues from disaster recoveries, legislative appropriations, public and private contributions, and earned interest.

Authorizes the governor to permit designated state employees, agents, contractors, or representatives to enter private property without an emergency declaration to mitigate hazards including dangerous trees, unstable rock and soil, stream cleaning for flood prevention, and other natural hazards.

Requires at least ten days' written notice to landowners and occupiers before state entry onto private property, and requires the governor to give reasonable opportunity for property owners to mitigate hazards themselves first.

Appropriates $500,000 from general revenues for fiscal year 2022-2023 to be deposited into the hazard mitigation special fund.

Appropriates $500,000 from the hazard mitigation special fund for fiscal year 2022-2023 for personnel costs and administrative expenses to administer the hazard mitigation program, effective July 1, 2022.
