Establishes a state disaster recovery program within Chapter 127A, Hawaii Revised Statutes, to be overseen by a state disaster recovery coordinator reporting to the administrator.

State disaster recovery coordinator shall oversee recovery priorities and strategy, convene state agencies for coordination, and serve as primary contact with Federal Emergency Management Agency's Federal Disaster Recovery Coordinator.

Coordinator shall facilitate disaster recovery collaboration between federal, state, and local governments; private sector; and voluntary, faith-based, and community organizations.

Coordinator shall conduct comprehensive reviews of recovery plans and policies, submitting reports to the administrator and legislature no later than twenty days before each regular session convening in 2022 and every odd year thereafter.

State comprehensive emergency management plan shall include the state disaster recovery program and framework, with each state and county agency maintaining and updating applicable recovery plans.
