Amends Section 121-7 of Hawaii Revised Statutes to establish new eligibility requirements for appointment as Adjutant General.

Requires appointees to hold or have held a commission of colonel rank (O6 or above) in the Army or Air National Guard, state defense force, or the Army or Air Force active or reserve components, with at least ten years of service as a commissioned officer.

Restricts eligibility to Army and Air Force components only, removing previous language that allowed officers from other armed services branches or state/territorial services.

Adds requirement that candidates have no administrative actions or items that would prevent promotion to general officer rank (O7 or O8).

Takes effect July 1, 2022.
