Appropriates an unspecified amount from general revenues to the Office of the Governor for fiscal year 2020-2021 as a contingency fund to continue COVID-19 response programs and activities after CARES Act funds expire.

Grants the governor authority to transfer appropriated funds among executive agencies and to reallocate excess funds from other COVID-19 emergency appropriations as needed.

Requires establishment of a task force including the Attorney General, county police chiefs, and legislative appointees to develop recommendations on enforcement roles of the Department of the Attorney General and county police departments regarding COVID-19 emergency orders.

Mandates the governor establish a statewide multi-tier system deployed at the county level with clear metrics defining which businesses and activities are authorized or prohibited, in-person gathering restrictions, and other pandemic-related policies.

Appropriates additional unspecified funds to the Department of the Attorney General for fiscal year 2021-2022 for enforcement of COVID-19 emergency orders, and requires any federal reimbursements for state-funded projects to be deposited into the general fund.
