Amends Hawaii Revised Statutes Section 263-9 to make flying or facilitating flying without a valid pilot license a misdemeanor offense.

Defines "pilot license" as a certification or student certification issued or recognized by the Federal Aviation Authority under title 14 Code of Federal Regulations part 61.

Establishes penalty of a fine not exceeding $1,000, imprisonment for not more than one year, or both for violation of the pilot license requirement.

Takes effect on January 1, 2050.
