Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments located within their boundaries, commencing 60 days after receiving a completed maintenance request application from the county council.

Infrastructure maintenance is conditional on: applicable meter, connection, and utility fees being paid; infrastructure conforming to county standards in effect at construction; county approval of infrastructure completion; and state historic preservation division concurrence for any historic preservation review.

Defines "infrastructure" to include waterlines, storm drainage systems, sewer lines, waste disposal systems, roadway improvements, gutters, curbing, sidewalks, street trees, and street lighting that connect to county infrastructure.

Allows the 60-day maintenance timeline to be extended (tolled) for the time necessary to implement actions mitigating impacts to historic properties.
