Authorizes contested case hearings to be conducted using interactive conference technology including teleconference, videoconference, and voice over internet protocol.

Requires notice of hearings held by interactive conference technology to identify all physical locations where the agency, parties, and counsel can be present.

Allows hearings conducted via interactive conference technology to be recessed for up to one hour if audio communication is lost, with reconvening permitted when audio-only communication is restored; requires speakers to identify themselves when audio-only communication is in effect.

Permits evidence to be submitted and exchanged by email or facsimile when hearings are held by interactive conference technology.

Takes effect upon approval.
