• Expands the definition of "young adult at risk" to include adults no longer eligible for child protective services due to age, and adds commercial enterprise vocational programs to the continuum of services provided by the Office.

• Requires the Office of Youth Services to submit annual reports to the legislature detailing fiscal transactions and expenses for each program, with mandatory audits by the Director of Human Services if reports are not submitted timely; effective July 1, 2060.
