Increases the maximum amount of unencumbered and unexpended moneys that the Spouse and Child Abuse Special Fund can retain from $3,000,000 to $5,000,000.

Allows the fund to retain federal reimbursements from the Family First Prevention Services Act and Title IV-E funds received in the fiscal year following the year in which the funds were expended.

Establishes the increased retention limit to provide sustainable non-federal revenue for spouse abuse, child abuse and neglect prevention and intervention services, including personnel costs.

Sunsets and repeals on June 30, 2027.
