Establishes the annual expenditure ceiling for the Office of Health Care Assurance Special Fund through the state budget process, removing the previous $327,000 annual limit.

Removes the requirement that excess funds over $387,500 be deposited into the general fund on June 30 each year.

Appropriates $710,000 from the special fund for fiscal year 2022-2023 to complete the health care facility management information system project.

Maintains the special fund's revenue sources: moneys collected under section 321-11.5(b), durable medical equipment supplier license fees, and administrative penalties.

Requires the Department of Health to submit annual reports to the legislature on the special fund's status, including deposits, expenditures, and sources of receipts and uses.
