Establishes consistent, evidence-based protocols for hearing and vision screening of children, including screening ages, tools, passing criteria, and referral procedures based on national guidelines and best practices.

Requires the Department of Health to set recommended standards for training, certification, and qualifications of personnel conducting hearing and vision screenings (excluding licensed health care professionals).

Mandates data collection and reporting on hearing and vision screening, referral, and follow-up to enable quality improvement.

Modifies the hearing and vision program statute (§321-101, HRS) to focus on early identification of hearing or vision loss through consistent screening protocols, screener training, and data collection rather than the previous statutory approach.

Includes consultation and education for students, parents, and health and education personnel regarding hearing and vision screening, treatment, and services.
