Increases the marriage license application fee from $60 to an unspecified amount to support the Hawaii birth defects program and compensate marriage license agents.

Raises the non-civil service marriage license agent compensation from $9 per license (unchanged since 1998) to an unspecified amount per license.

Redirects fee distributions to the general fund, spouse and child abuse special fund, spouse and child abuse special account, and birth defects special fund in unspecified amounts (previously $32, $4.50, $4.50, and $10 respectively).

Addresses funding gap for the Hawaii birth defects program, which has seen salary and fringe expenses nearly double since 2002 without corresponding fee increases.
