Appropriates emergency funds from general revenues to the Department of Health for fiscal year 2020-2021 to address a budget shortfall in the state comprehensive emergency medical system (specific dollar amount not filled in the bill text).

Budget shortfall of approximately $6,400,000 resulted from incomplete biennium funding for collective bargaining increases, lack of funding for three new emergency medical vehicles approved in 2018, and COVID-19 pandemic-related budget restrictions.

Funds designated for payroll and other current expenses to prevent cuts to emergency medical services, including reduced ambulance service hours and emergency medical personnel availability.

Recommended by the governor for immediate passage under section 9 of article VII of the Hawaii Constitution.

Takes effect July 1, 2050.
