Appropriates emergency funds from general revenues to the Department of Health for fiscal year 2020-2021 to address COVID-19 response activities following expiration of federal CARES Act funds.

Provides funds for statewide COVID-19 medical surge staffing as specified in Section 3 (specific dollar amount blank in bill text).

Provides funds for vaccine and immunization plan implementation and administration, including warehousing, distribution, temporary immunization sites, vaccine education, and operational costs as specified in Section 4 (specific dollar amount blank in bill text).

Authorizes the governor to transfer appropriated funds among executive agencies and to the governor's contingency fund as deemed necessary for purposes of this Act.

Appropriations do not lapse at end of fiscal year; any unexpended and unencumbered balance lapses on June 30, 2022.
