Amends Section 329-104 of Hawaii Revised Statutes to clarify disclosure of information from the electronic prescription accountability system.

Adds veterinary practitioners under section 457-2.7 to the list of registrants authorized to access prescription information relating to their own patients.

Removes the requirement that pharmacists requesting prescription information must certify it relates to a violation or possible violation of chapter 329.

Authorizes the State Department of Human Services, Med-QUEST Division to access electronic prescription accountability system information.

Authorizes controlled substances prescribers, dispensers, and pharmacists of United States Department of Veterans Affairs facilities within Hawaii to access the system if they submit data to it.
