Amends Hawaii Revised Statutes section 329-101 to include pharmacist-prescribed opioid antagonists in the Electronic Prescription Accountability System alongside controlled substances.

Requires all practitioners except veterinarians and pharmacies to register with the department and report dispensing of designated controlled substances and pharmacist-prescribed opioid antagonists to the central repository.

Mandates reporting of prescription information in numerical format at least once every seven days, including reporting "zero" dispensing when no prescriptions are filled during the reporting period.

Requires dispensers to maintain records of filled prescriptions for five years with all relevant information and make records available for inspection and copying by the designated state agency.

Takes effect upon approval.
