Amends Hawaii Revised Statutes Section 226-19(b) to establish that the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation shall accomplish eight specific housing objectives.

Housing objectives include effectively accommodating Hawaii's housing needs, stimulating affordable rental and for-sale housing for extremely low- to above moderate-income households, and increasing homeownership and rental opportunities.

Requires promotion of improvement and maintenance of existing housing units, design of developments considering community concerns and accessibility to public facilities, and utilization of vacant and underutilized urban lands for housing.

Establishes objectives to foster neighborhoods reflecting Hawaii's culture and values, and to promote research and development of methods to reduce housing construction costs.

Takes effect on July 1, 2050.
