Amends Hawaii Revised Statutes Section 103D-307 to expand the conditions under which purchasing agencies can make emergency procurements to include threats to "public property" and "serious disruption to government services"

Adds "equipment failure" as a specific qualifying reason for emergency procurement, replacing language that allowed procurement based on reasons "determined by the head of that purchasing agency"

Removes the requirement to obtain prior approval from the chief procurement officer before making emergency procurements

Requires the head of a purchasing agency to account for emergency procurement spending and report it to the chief procurement officer in a timely manner and to the legislature within sixty days after the end of the fiscal year in which the procurement was made

Takes effect on July 1, 2050
