Amends Act 9, Session Laws of Hawaii 2020, Section 30 to modify the appropriation and use of CARES Act funds from the emergency and budget reserve fund for pandemic response purposes.

Expands eligible recipients for personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to include all state departments and attached agencies, in addition to hospitals, childcare facilities, elderly care facilities, businesses, non-profits, and schools.

Procurements executed under this appropriation are exempt from Hawaii Revised Statutes chapters 103D and 103F (competitive bidding requirements).

Requires monthly reports beginning July 15, 2020, detailing all allocations and expenditures to be submitted to the governor and legislature.

Takes effect July 1, 2050.
