• Requires the Hawaii Correctional System Oversight Commission to create a comprehensive plan to phase out private correctional institutions, including facilities owned by the State but operated by non-governmental entities or under public-private partnerships.

• Prohibits construction of new correctional facilities and expansion of existing facilities unless the Department of Public Safety first obtains input and recommendations from the Hawaii Correctional System Oversight Commission on facility master plans.

• Mandates that input and recommendations from the Oversight Commission must be included in any environmental impact statement for correctional facility projects.

• Requires the Department to provide the Oversight Commission with information upon request, including proposed maximum inmate population, programs (reentry, educational, treatment, work furloughs, parole services), and other relevant information.
