Establishes the Hawaii emergency food assistance program administered by the department of agriculture to provide food to residents during governor-declared states of emergency, prioritizing low-income and unemployed families and individuals.

Creates the Hawaii emergency food assistance program special fund to receive appropriations, legislative funding, gifts, donations, grants, and accrued interest, with moneys available only during declared emergencies.

Requires food banks receiving program funds to purchase, store, and transport only food grown or produced in Hawaii for free distribution to recipients.

Exempts the special fund from central service assessments under sections 36-27 and 36-30, and from certain fund lapsing requirements under section 37-53.

Appropriates unspecified sums from the general fund to the special fund for fiscal years 2021-2022 and 2022-2023, with effective date of July 1, 2050.
