Authorizes establishment of a physician-patient relationship via telehealth interaction, provided the physician holds a valid Hawaii medical license.

Removes the previous requirement that patients must be referred by another healthcare provider who conducted an in-person consultation to establish a telehealth relationship.

Permits use of telehealth for any allowable purpose in accordance with law once a physician-patient relationship is established, including consultation with providers licensed in other states.

Effective July 1, 2060.
