Director of Finance must submit a comprehensive report to the legislature no later than twenty days before the start of regular sessions in even-numbered years, detailing findings on expenditures and financial transactions by state agencies.

Requires certified copies of all performance and budget reviews to be sent to the Governor, with all reports made available for public inspection.

Establishes that reviews must be conducted after the close of each legislative biennium to ensure timely evaluation of agency performance and fiscal accountability.
